
On Thursday, the Department of Public Works and Highways (DPWH) announced the approval of a resolution by the Public-Private Partnership (PPP) Prequalification, Bids, and Awards Committee (PBAC), recommending the award of the Tarlac-Pangasinan-La Union Expressway (TPLEX) Extension Project to San Miguel Corp. (SMC).
If you may remember, the National Economic and Development Authority (NEDA) approved the P23.4 billion, 59.4-km Tarlac-Pangasinan-La Union Expressway Extension Project way back in June 2023.
“The Department of Public Works and Highways (DPWH) approved the resolution by the Public-Private Partnership (PPP) Prequalification, Bids, and Awards Committee (PBAC) for PPP Projects recommending the award of the contract for the design, financing, construction, operation and maintenance of the Tarlac - Pangasinan - La Union Expressway (TPLEX) Extension Project, to San Miguel Holdings Corporation (SMHC), the Original Proponent and Winning Private Proponent.”

The TPLEX Extension project will extend the expressway from Rosario to San Juan in La Union, featuring planned interchanges in the towns of Rosario, Tubao, Naguilian, Bauang, and the much-renowned surfing destination of San Juan.
The project will be constructed in three segments: Segment 1 covers 18 kilometers from Rosario to Tubao, Segment 2 spans 23 kilometers from Tubao to Naguilian, and Segment 3 stretches 18.4 kilometers from Naguilian through Bauang to San Juan.

Right now, the Tarlac - Pangasinan - La Union Expressway spans 89.21 km starting from Tarlac City and ending at Rosario. According to the Public-Private Partnership Center of the Philippines, the winning concessionaire will be given five years to complete the project from the signing of the contract. Meaning there will be a lot of time for you to plan your next La Union trip.
