Today is the scheduled date for the dry run of the number coding scheme in Cavite. The dry run is purposely done to determine any possible problems that may arise and address it before the actual implementation on February 1, 2017.
Being a car-hungry province (based from our data), the mentioned scheme can help control the volume of the vehicle that traverses its highways every day.
The number coding scheme in Cavite will also be from Monday to Friday; 6 a.m. to 9 a.m. and 3 p.m. to 7 p.m. Plates ending in 1 & 2 will be banned during Mondays, 3 & 4 on Tuesdays, 5 & 6 for Wednesdays, 7 & 8 during Thursdays, and 9 & 0 on Fridays. This is the same number coding scheme in Metro Manila, except for the implementation hours.
Major thoroughfares that are to be covered by the scheme:
1. Aguinaldo Highway – covering the stretch of Bacoor to Dasmariñas-Silang boundary
2. Governor’s Drive – covering the stretch of Carmona to Trece Martires City – Tanza boundary
3. Molino-Salawag-Paliparan Road – from Zapote, Bacoor to Paliparan, Dasmariñas
4. Molino Boulevard
5. Daang Hari Road – covering the stretch of Aguinaldo Highway, Imus to Molino, Bacoor
Meanwhile, exemptions for number coding are as follows:
1. All public utility vehicles including public utility jeepneys and buses
2. Ambulance, firetrucks, police patrol cars, military vehicles with permanent marking indicating the vehicles as such. Ambulance and firetrucks, which are privately owned and properly marked as such, shall likewise be exempted
3. Vehicles carrying person/s needing immediate medical attention
4. Government vehicles with government plates
5. Vehicles delivering perishable goods in commercial quantity, which include fresh vegetables, fruits and flowers; raw meat and fresh seafood; ice products; baked products with shelf life of 24 hours; medicine/vaccine expiring within 24 hours; and cooked food (catering)
6. Vehicles used by medical practitioner in an emergency
7. Duly enfranchised school buses and company shuttle service vehicles
8. Vehicles on a mission to carry relief goods to identified calamity or highly depressed areas
Implementing Rules and Regulations (IRR), which contains full details of the Number Coding Scheme exemptions, will be released by the Provincial Government of Cavite on January 16.
As for the penalty, motorists who will be caught violating this ordinance will be meted with a fine of P300.
